UK cops identify 200 children as potential terrorists

Two hundred school children in Britain, some as young as 13, have been identified as potential terrorists by a police survey that aims to spot youngsters who are “vulnerable” to terrorism, Geo TV reported.
The number was revealed to a British daily by Sir Norman Bettison, the chief constable of West Yorkshire Police and Britain’s chief officer in charge of terror prevention.
He said the “Channel project” had intervened in the cases of at least 200 children, who were thought to be at risk of extremism, since it began 18 months ago. The number has risen from 10 children identified in June 2008.
The programme, run by the Association of Chief Police Officers, asks teachers, parents and other community figures to be vigilant for signs that may indicate an attraction to extreme views or susceptibility to being “groomed” by radicalisers.
The Channel project was initially started in Lancashire, but in February last year it was extended to West Yorkshire, the Mid lands, Bedfordshire and South Wales. Due to its success, there are now plans to roll it out to the rest of London, Thames Valley, South Yorkshire, Greater Manchester, Leicestershire, Nottinghamshire, and West Sussex.
The scheme, funded by the Home Office, involves officers working alongside Muslim communities to identify impressionable children who are at risk of radicalisation or who have shown an interest in extremist material- on the Internet or in books.
Once identified the children are subject to a “programme of intervention tailored to the needs of the individual”. Norman said this could involve discussions with family, outreach workers or the local imam, but he added that “a handful have had intervention directly by the police.”

DOCUMENTS IN COURT TO STOP DEMOLITION

MUMBAI : A junior engineer with the Brihan mumbai Mumbai Corporation R North ward registered a complaint with the MHB police against four men for submitting fake documents to them in order to stop the demolition of their unauthorised galas.
Cases against two more men are yet to be registered. The six men not only went to the extent submitting fake documents to the BMC but some of the documents submitted in the court, in connection with the case, too were fake.
The incident dates back to 2007 when the BMC had ordered demolition of unauthorised galas in the slum area of Ganpat Patil Nagar located in Borivali (West).
The owners of the unauthorised galas protested the demolition saying that they had documents to prove that their shops were the ones approved by the BMC.
The owners of the six galas allegedly submitted photocopies of the documents in their possession. However, when the BMC officers were scrutinising these documents they found out that they were counterfeit.
BMC engineer Vhelkar then again approached the six men and informed them that the documents submitted by them were fake.
Following this the six accused reportedly approached the city civil sessions court and submitted an application for a stay on the demolition process. Some of the documents submitted by the six men in the court too were counterfeit.
Senior police inspector K Gaikwad from MHB Colony police station said: “We cannot give you the names of the persons against whom the case has been registered. The compliant against four men have been registered by Vhelkar while the case against two more are yet to be registered. The arrests are yet to made as we are verifying the facts of the case.”
A case under section 466 (forgery of record of court or of public register), 467 (forgery of valuable security, will etc), 468 (forgery for purpose of cheating), 471 (using as genuine a forged document) and 420 (cheating) of the IPC.

NEW DELHI: WITHIN the first 100 days of the new government, India will have an “equal opportunities commission” vested with court-like powers to check discrimination on the basis of sex, religion, caste or language, says Minister of State for Minority Affairs Salman Khurshid .
“The equal opportunities commission is a big ticket idea and is a broader vision to instill among the citizens of India a sense of equal rights and a share in the national cake,” Khurshid, 56, told reporters in an interview.
“The commission with a statutory status would be a forum where people could complain if they felt they were denied any benefits because of their sex, religion, caste, race, language, birthplace, descent,” said Khurshid, who holds independent charge of the portfolio.
The ambit of the commission will not be restricted to minorities and backward classes as was envisaged earlier, said Khurshid, a senior Congress leader. It would offer people from all walks of life—individuals, groups or institutions—the opportunity for grievance redressal. “This is not a sheer grievance cell and will have enormous power,” he said.
An equivalent of a civil court, it will be able to conduct socio-legal audits and have the power to inspect and penalise those not following the guidelines.
It could also summon anyone and even conduct an investigation in public and private sector organizations.
The members of the commission, which would have a chairperson and two deputies, would be from different walks of life, “but with the seniority and authority comparable to high court and Supreme Court judges”. There would be regional commissions across the country.
Asked when the commission would come into being, he said: “At the earliest, this is priority for the next 100 days. Consultations with different ministries are in advanced stages and things are moving fast.”
“It will be a commission that is specifically equipped in terms of experience and expertise to define the contours of equality in every sphere of public and private endeavour and test policies and procedures against its formulations on equality,” said Khurshid.

‘Beggars’ flee with Irani tourist’s money

MUMBAI: A 56-year-old Irani national, who had come to Mumbai for sight- seeing, got a taste of the city’s underbelly after he was robbed of $5,000 (Rs 2.34 lakh approx) by three men near the milling CST station. The victim Mehboob Mehdi Khatibi along with two other friends, also Irani nationals, was strolling on the M G Road when he was approached by three beggars asking for money near Metro cinemas. Khatibi, however, had to pay for his sympathy as once he removed his wallet to pay the trio, they snatched the wallet after a minor altercation and fled using the subway. The victim along with his two friends who were also in their fifties tried to chase the robbers in vain. They finally registered a case in the Azad Maidan police station at around 9.30 pm. Khatibi along with two other friends had come to the city around three days ago on a tourist visa. PSI B K Desai from the Azad Maidan police station said. “We are having difficulties in the case as there is a language barrier as the victims cannot understand the local language. However, investigations in the case are still on”. Another officer from the Azad Maidan police station pointed out, “As the amount stolen was in dollars, the robbers may attempt to exchange it for local currency which is one area we might look into”.

MUMBAI : THE Maharashtra Government is seeking legal advice on making it mandatory for giving equal property right to wife, Revenue Minister Patangarao Kadam has said. The present norms stipulate that the wife getting share in property is ‘discretionary’ and not mandatory, the Minister said.
“The Government is seeking advice from Law and judiciary Department on making it mandatory to give equal right to the wife in property,” Kadam informed the Legislative Council in a written answer.
In order to implement the proposal, the Government needs to amend the Succession Act. The issue would also be discussed in the Cabinet meeting, he said. Earlier, the Government had decided to register the wife’s name on 7/12 extract (land ownership record) along with the husband’s. However, registering the wife’s name depended on such a ‘request’ being made by the husband, he said. Arun Gujarati (NCP) raised the issue and asked the Government to give details on registering the wife’s name in 7/12 records. PTI
