IAS officer with 220 bank accounts
Raipur: B L Agarwal, an Indian Administrative Service (IAS) officer in Chhattisgarh, has been found to have at least 220 bank accounts and assets worth crores of rupees, official sources said after the income tax department raided his residence here.
IT officials searched the residence of the state agriculture secretary as well as business establishments of his close relatives.
The officials similarly raided his chartered accountant Sunil Agarwal’s house and came across the documents suggesting that the IAS officer had amassed assets disproportionate to his known income.
The officer had at least 220 bank accounts, several of them opened in fake names and addresses, and a few in the names of his domestic servants.
Efforts to contact B L Agarwal failed. A man who answered his mobile telephone said that agarwal was "busy in a meeting". Income tax department sources said they were analysing documents and papers they seized. Some documents suggest he might be involved in hawala transactions, the sources said.
Chhattisgarh’s Bharatiya Janata Party government is awaiting a final report from the IT department about Agarwal’s assets to initiate action against him, official sources said.
Houses of government officials and businessmen in Chhattisgarh and Madhya Pradesh were raided to unearth unaccounted income.
In the mean while, Madhya Pradesh govt. has suspended an IAS couple Arvind Joshi and his wife Tinu Joshi.

Advocates send Gowda ‘get well soon’ wishes
More than 700 advocates sent ‘get well soon’ greetings to former prime minister HD Devegowda. This was the advocates’ way of protesting against Gowda who had recently used abusive language at advocate general Ashok Harnahalli. "We are proud that Gowda is the country’s first Kannadiga PM and cannot react in any other manner to his offensive behaviour. Seems like he has lost his mental balance and has been abusing the AG. That is why we sent him ‘get well soon’ wishes," said advocate Sandeep Patil.

Life term for dowry death in rare cases
New Delhi : The Supreme Court has taken a view that only in rare cases should life imprisonment be awarded to those convicted for dowry deaths. A Bench of Justices P Sathasivam and H L Dattu passed the judgment while reducing to 10 years the life sentence imposed on G V Siddaramesh, convicted by a sessions court in Karnataka for causing the death of his wife Usha. Under section 304-B (dowry death) of the IPC, minimum punishment is seven years, but the sentence can go up to life imprisonment.
Citing the judgment in the ‘Hemchand v State of Haryana’ case, the apex court said section 304-B merely raises a presumption of dowry death and lays down that the minimum sentence should be seven years which may extend to imprisonment for life.
"Therefore, awarding the extreme punishment of life imprisonment should be used in rare cases," it said, citing its observation in the earlier case.

Chatwal may lose his Padma award
New Delhi: Controversial NRI hotelier Sant Singh Chatwal could lose his Padma Bhushan with home ministry probing allegations of corruption against him.
Home ministry sources say that Chatwal’s award may be withdrawn if the fresh charges of fraud leveled against him are found to be true. They added that the final decision on the withdrawal of Padma award will be a political one.
The decision to investigate Chatwal’s case came after a newspaper report revealed that there are still seven cases pending against the hotelier.
The report says that there are three criminal complaints pending against him with the Kerala Police, as well as four cases in Delhi and Kerala High Courts. All the cases were filed in 2009. The report says some cases are related to Chatwal’s Dream Hotel in Kochi, alleging non-payment of bills, physical intimidation and harassment.
The home ministry had justified the Padma Bhushan awarded to Chatwal earlier, saying that the CBI had given him a clean chit.
